CIPD/People Management – SME Small Business Initiative of the Year 2011 

Innovative local authority business wins CIPD national award 

An innovative not-for-profit business, set up by the Heads of Human Resources across all 15 Essex local authorities has won a prestigious national award. 

In presenting VineHR with the award, the CIPD judges said it was “a great example of true innovation in HR” where “Collaboration is clearly evident in creating an exciting future”. One judge went as far as to comment that the entry “blew my mind in terms of what HR can do when you pool resources and break down barriers.” 

Since its formation in January 2011 VineHR has enjoyed almost immediate success, delivering £1 million in cost-savings to local authorities as well as training and joined up working to benefit all 15 local authorities in Essex serving more than a million residents.

The collaboration has not just delivered cost savings through processes such as joint procurement, but has also delivered innovative people management solutions through sharing good practice and consistency across human resources across the county.

VineHR was a natural progression from the Essex Strategic HR Partnership. By bringing together the skills, knowledge and experience of every Head of HR at each Essex authority, the company has already delivered huge cost-savings as well as reducing duplication and sharing best practice.

The Executive Director of VineHR, Janet Cox, said: “It’s fantastic to have won a national award so soon after the company was set up. It’s also a real privilege to have been recognised by such a prestigious organisation.

The public sector as a whole is undergoing changes in the way it works and we feel that the VineHR business model shows there is room to deliver cost-savings in an innovative way that benefits both staff who work in local authorities and the residents we serve.

It’s a fantastic effort and we see it as just the start of us delivering a real success story in the future.”

Councillor Phil Turner, Cabinet Member for Resources at Basildon Borough Council, said: “This award recognises the hard work and efforts displayed by the team to deliver big savings through processes such as joint procurement, reduced duplication and shared best practise.

“This success shows that despite the austerity measures imposed on the public sector we are still determined to be innovative and ambitious to help deliver £1million in cost-savings to local authorities across Essex, serving more than a million residents.”
